There are only two methods to safely disassemble a cartridge.
1. A kinetic bullet puller, which is a hollow-bodied hammer- shaped tool made from acrylic plastic.
2.A special collet-type set of bullet pulling dies for use with a reloading press.
Using pliers or other hand tools is absolutely unsafe. . . .

No, taking apart ammo is risky
Okay, to do that you need a special peice of equipment called a Bullet Puller. However, once you have the bullet out, you can dump the gunpowder out but you still have the explosive primer at the base of the cartridge.
Trying to do it in any other method, say drilling it or grabbing the bullet with a plires and trying to just pull it out stands a fair chance of generating some static electricity (expecially with the drill, OR having some direct current leakage)
Static electricity and gunpowder case things to go BOOOM.

Look. People make their own ammo for guns (and they are very careful to use certain materials only to reduce the chance of static electricity) You can go buy a big jug of gunpowder. You can buy empty brass cases. You can buy just the actual bullet (the lead projectile)
Just get an empty brass case, and then buy a bullet and stick it on there. Or go to a gunrange and ask if you can have one free case, they will probably just give it to you
Or spend the $2.00 and buy an inert round online. If you blow your fingers off or spray burning gunpowder in your eyes, you will regret being too cheap to spend the $2.00

If you have only one to take apart, find someone with a bullet puller to do it for you. Most reloaders have bullet pullers. On the other hand, if youhave a bunch to take apart, go to www.cabelas.com or www.brownells.com and order an inertial bullet puller. They are not all that expensive and much better than tryin gto do it with pliers and a vice. If you try to do it with pliers, you could set it off and injur yourself. Spend a few bucks and do it safely.

there are a couple of different types of bullet pullers on the market that make it relatively easy to do. Any place that sells reloading supplies will have a bullet puller that you can purchase relatively cheap. Example of an Impact bullet puller below:

I don't know why you would would want to take the powder out of a bullet. Why don't you just go to a gun shop and buy the powder? They have black powder for muzzle loaders, and also powder for reloads so you can reload your own empty shells. Don't you think that would be easier?
