My advise is to download the application form Form 49A, fill it (fill 2 or 3 copies) if you do not know how to fill it, then just sign and sent it to your parents or friends in India. can't say about such web sites. TIN-NSDL and UTITSL have overseas delivery facility also. if you are nri and wanna apply, please apply online through link given below and can pay through credit card.
