Also, England was a major trading partner of the United States. If the US challenged England to a war, this country might lose its (arguably) most valuable trading partner in the world.
England had a very strong navy--the strongest in the world--as well as a strong military, whereas the United States demilitarized after the American Revolution, leaving the country vulnerable. Waging war under such conditions could be very dangerous.

I from russia - my version. War of 1812 was consequence of european war of 1805-1807. in result of that war were full defeat of Austria, Prussia, Russia and Britain. France arranged so-called continental blockade against the Britain, and France has forced other countries to observe it. Russia had suffered in that war less than others and it didn't observe continental blockade of Britain (That times, Britain was the most important trade partner in Europe for Russia) More than that Britain had very large profits by trading with Russian Impire and of course Britain wasn't interested in blockade too. More than that, Russia became the mainest opponent of France, and personal relations between Napoleon and Alexander I were very unfriendly after war of 1805-1807 in Europe. And so, Napoleon had been organized war against Russia aimed to destruction the latest alive opponent. In summer of 1812 Napoleon had been interfering into Russians lands. But already in winter of 1812 Napoleons' forces had running away. That time to war joined Austria, Prussia and Britain. So I think that US were interested in war against napoleon's France, because France could attack them in case of successful wars in Europe against Britain and Russia. So I don't think that US would have hard time paying for it, because in another case, US could pay for it by their independence.
