Why is it black?
Why is the skin over my wheaten terrier's testicles black and hairless? Is it supposed to be that way?

skin-color in dogs can vary widely, even on the same dog -
and on white dogs, they can still have 'colored' or pigmented skin,
underneath a solid-white coat - often the skin is pale pink and has
'blue' or grey splotches scattered over it, and the patches are not
visible unless the dog is shaved or wet.
so yes- this can be perfectly normal.
i would only worry if the skin WAS a paler color for the dog's lifetime -
and this was a sudden or slow change, over time.
BRUISING, BLEEDING under the skin, sunburn, an exposure to a
toxin, swelling, a tumor, and many many other conditions can cause
a sudden or slow CHANGE in skin-color -
so if he 'used to be' one color,
and he is now 'a completely different color'...
** Then ***... i would worry, and go to the vet! <smile>

Is your dog a dark color? The testicles are supposed to be hairless, the color is probably normal, why don't you ask your dog breeder or your vet? They would know better than any of us.

Shouldn't you be buying your dog a dinner and taking him to the movies before you start asking these questions?
