Ok I am going to answer your question like this. If the Notorious BIG had lived I believed he would be the greatest rapper of all time. But he died on March 9, 1997 so he can't be. Biggie two of the best albums in hip hop history when he died(even though Life after death was not released until the 25th of March of 1997). Not tow many people can say that they hit homeruns on their first two albums. Nas can't even though he was close, Jay-Z can't he took a step back with his second CD.
