I think most people miss the point because things are in reverse order. He gets away (not unscathed) to kill more.
However the point is that before this Tommy Lee Jones (the sheriff) gives up and rationalizes his way out of the mess.
That is where the movie gets it's name "No Country for Old Men" (Jones).

In the book, Chigurgh kills the wife. In the movie the same is implied but empasives more on the point that the young keep on going and the old leave and retire, Jones is fed up of this path of finding more he can't correctly intervene and solve so since there is "No Country For Old Men", he finishes explaining a dream he had, and explains that his father (a lawman) died much younger than him about 35 or so. this confirms the point since in the dream his father rides past him on a horse and leaves him in the dust, explaining that the young will continue their path of life while the old will not.

As a Liberal, I never really thought of it as a racist comment, however I do understand why you would think that. I think it is more about the fact that this country is changing, we are finally accepting gay people for who they are, they are finally able to come out of the closet. We are talking about gun control (which of course to some means, we want to take away all guns), we have a more diverse country when it comes religion. Some Conservatives are afraid of change, they want to go back to the good old days of the 50's. Well let me tell you unless you were a white, Christian male, the good old days were not so good.

The ending illustrates that the concept of closure is a man made illusion. It shows the idea that reality is a stream of phenomena in which the individual attempts to identify, categorize, and make sense but ultimately his works slip away and are disolved into the past, yet the child that received the payment shows the renewal or rebirth of the process.
So there.

I think it meant that everything was over, there will be no more killing, because when the guy got into the car accident and walked away with his arm broken he just wanted to get away from everything. The sherrif is prob. just gonna go on with life and not even try to find him. Thats just my opinion but it could mean something entirely different.

It was a metaphor for death. Tommy Lee Jones was talking about his father going ahead and setting up for his arrival in his dream. His life's work was over and there was nothing else to do but relax and wait for his death. His father was with him and would be waiting for him on the other side.

I have no freakin clue, that movie disappointed me. Telling a dream to end a movie is just not satisfactory
