why turbo will take time to open?

well it doesn't exactly "open" i think you are referring to "turbo lag" which is the time it takes for a turbo to "spool up" and force air into the intake....
it takes time because the turbo is powered by exhaust to "spool up"
after the turbo spools up, it normally sends the air through an inter-cooler to cool the extremely hot air down....
the time it takes to spool up and get the air to the intake is known an "lag" "turbo lag" or "throttle response"
the bigger the turbo, the more lag it will have, but it will have more power once it is spooled up
