Who are God's ancients in isaiah 24 verse 23?

In this scripture is sounds like God has family or elders or some sort of hiarchy.

What does "His ancients" mean.

I hope someone Jewish reads this and can explian the word

"zaqen".

    I think it means before Jerusalem's ancients or elders. So, maybe Moses, David, etc.

    My bible does not say anything about "ancients"
