Yes, it is. I'm amazed that this isn't a ruling for Spanish speaking immigrants to learn English, so they can get a driver's license and a job! When we Americans move to a foreign country, we are expected to learn that country's language--we don't get translators that follow us around. Our country is too lenient with Mexican illegals anyway. Other foreigners WANT to learn English. They don't expect us to provide them with translaters

Or would it be more overloaded? Now someone has to keep track of whether or not these men follow through. If they don't follow through, then what? Warrants have to be written, and the men hauled in for more trials. I have a feeling they won't comply, they seem like a bunch of criminals.
