I used to have that problem. What to do:
1. Get a really thick soap or cream for your legs (I use lotion sometimes, and other times I use shaving cream)
2. Wet your legs and wash them to soften the hair on your legs.
3. Once a week, use a sugar scrub before you shave, that will help a lot. You dont need it every time though.
4. Use the cream or soap on your legs and shave!
Tip: it REALLY helps if you moisturize before and after you shower.

The thickness of your hair has nothing to do with the razor burn that your experiencing. It could be a number of things. Depending on the type of razor that you use and the sharpness of the blade can be a deciding factor that may cause razor burn. Make sure you purchase a good razor and continually change the blade, once a week so you can ensure your not using a dull blade to shave your legs. Using a good shaving cream and moisturing your legs after every shave will also help. You can even buy specialty formulated moisturizers for razor burn or you can purchase one with aloe vera. The most important thing to remember is to shave your legs with the direction that your hair grows. For example, if your hair on your legs is pointing downwadrs, shave in that direction. And of course, the opposite if your hair is growing upwards. Try practicing all of this in your daily shaving routine for the next few weeks and hopefully you will see improvement. If not, however, I would consult a dermatologist.

If you're woried about the length and thickness of your leg hair you need to be sure it is a problem
Ask yourself the following questions
1. When out wearing shorts in the summer, so anti fur protesters throw eggs at you shouting "Die you Yak skin chap wearing f**k"?
2. Do you require velcro to remain stable on your toilet seat
3. Do people not seem to notice if you forget to put your trousers on?
If you answered yes to one or more of these questions, you may have a problem with leg hair. DO NOT PANIC!!!!

No, your hairs aren't too thick. Try shaving in the shower or bath, and use a shaving lotion or lather soap on your legs so there is less friction.

It's friction. Use a lotion so the razor glides smoothly. Hair conditioner makes a good, inexpensive shaving lotion.

not ots not that the hair is too thick it is because yur not shaving wen yr legs are wet enough, try doing it in the shower.
