My 1 year old baby is missing one lower tooth?
He just has 3 lower teeth, the forth one has failed to show up for the last couple of months. Is this normal?

Yes, same thing happened with my son. But it showed up eventually. Doesn't mean the tooth will show up, sometimes they don't, but most likely will.

The American Academy of Pediatrics Dentistry recomends that in order to prevent dental problems, your child should see a pediatric dentist when the first tooth appears, or no later than his/her first birthday. Early examination and preventive care will protect your child’s smile now and in the future. Make sure you take your baby to a peadiatric dentist.
