my broher david ,was working in maryland. was drivng on the shoulder of the road to make a right turn into a store.the police stopped him and he had an open container they took him to the police station in laplata co.and ask him where he was from .he told them he was from texas.they told him if he left maryland they would not charge him .so he left 1989 now texas has a hold on his license.what can we do

First you need to find out in Texas what steps are required from your brother to remove that hold. The motor vehicle administration in your state should be able to explain it step by step.

you cant do anything other than go to court.
