You should be concerned, because birds usually begin showing symptoms when its usually too late to do anything about it! Its a survival tactic.
Not to discourage you, but get your vet to check her out right away.
Parakeets are prone to a slew of cancers and sadly most bird foods have BHT, BHA or Ethoxyquine as a preservitve in it which is a know carsinigen and causes cancer esp in smaller animals.
Also if your female is at the egg laying stage in her life, or has layed eggs before, its possible she may be expierencing Egg Binding, which can easily progress to a fatal condition with out intervention from a professional or a veternarian.
Like I said I'm not trying to scare you, but I do think its in your birds best intrest to visit the vet as soon as you can take her!
Best of luck and hope she get well.

If anything about an animal's physical condition worries you, don't waste time -- take it to a vet. The smaller the animal, the faster its metabolism and ability to become sick will be.
On the hopeful side...is she in a cage with a male bird? Mating happens... Is the "chest" growth off to one side, or balanced? Is it down low on the belly or clearly up on the chest? There are a lot of possibilities, from pregnancy to a cyst to cancer.
As has been said, this kind of thing can be serious. Over the internet, we don't know anything about your bird's actual condition -- only a bird vet will know by looking at the bird.
I hope for the best for you, but get her to a vet as soon as possible. Good luck.
