Because it has been shown that wearing headphones distracts your attention.

Deaf people operate without a sense of hearing and are more visually focused, whereas hearing able people lose a large paert of the functionality when they put headphones on,because hearing is part of the sensory package they use when driving.

Deaf people can feel the sound. Just kidding it's basically for the same reason you aren't allowed to talk on you cell phone and drive in some states.

Deaf people have things they can use to help them when driving. There senses are increased therefor they are better at feeling vibrations.I had a friend who was deaf that drove Just to be able to drive he had to have a lot of stuff issued by the state.

Be thankful you have your ears when driving they can save your life.

Good question. Where I live it is even illegal to have your mobile phone anywhere near or around you. Even if it is on your lap or the seat next to you and such. And they did away with having blue ant and and any other sort of device to make talking easier. Why don't they just make single seat vehicles, I mean come on most people talk to the people in the car so what's the difference? :)

what a B*atch! just kidding. well because we would get distracted trying to raise or lower the volume, or by switching songs. Chances are, you will have the volume full blast and that will make it extremely hard to focus. Dont do it.

I got a ticket for that one time. The motorcycle cop who pulled me over had to remove his helmet to hear me. Now what's up with that? Plus, I was on the freeway.

I think handicap people should get fined if they park in a non-handicap parking space. I get fined if I park in their space. I really don't think they should be fined, I was just wondering why there is a double standard.
