Sagging...what's the deal?

If you mean saggy pants, it was originally fashionable because it emulated the look of prisoners, who don't receive belts with their uniforms. Sometimes the pants would sag and hang, and the prisoner would have to hold them up or just let them sag down and show their underwear. Kids started copying it to try to look more badass, like "Look at me I wear pants like im in prison!".
