If I get a laptop on installment plan, and I start making those monthly payments..and say half a year later I have enough money to pay it off in full, can I do that?

You can pay off the loan without any penalty fees.
Dell Financial offers a number of deals, including 0% financing for however many months, which is great, because it allows to you purchase a computer without have to pay the entire price upfront.
Make sure that you pay the minimum amount every month. If you miss a payment, the interest rate will increase to 22% or higher. Even worse, you will have to pay the full interest that accrued on the full purchase price since you purchased the computer.
I recommend that you look at the promotional plan. If the 0% is only for 12 months, then divide the total purchase price into 12 and pay that amount consistently every month.
So, take advantage of the special financing, but be sure to pay at least the minimum every month and pay it off before the financing promotion ends.
