Who exactly is she? 

I read somewhere she went out with Nick.
She went out with Joe.
She's the Jonas Brother's best friend.
She was taught sign language by their mom.     ??

I just need things to be cleared  up haha.

All of the above is true but the fact she went out with Nick, though she did go out with Joe.

She is a childhood friend of the Jonas Brothers, and she went out with Joe.
Actually, if you go to the Jonas Brothers myspace ( myspace.com/jonasbrothers ) and go to their first page of comments ever which was like 2 years ago before they became big, it shows Mandy's comment. That's where you can find her myspace. She has pics of her and the JB's there.

She didn't go out with Nick I don't think, but she did date Joe and they're all best friends. I hate the Jonas Brothers, so I don't really know the rest.

well If you go onto youtube Miley Cyrus has a show called the Miley and Mandy show... Just a thought that maybe the Mandy in that show is the Mandy in the song go to youtube, type in Miley and Mandy show it is actually kinda funny.
