where I reside it is impossible to have an open flame to burn incense and miss doing so. any suggestions ?
there are neighbors on both sides so I do not want to cause any problems with this situation. am concerned there may be problems because the neighbors are elderly and may be allergic to the scents I prefer.
Try to be as considerate of my neighbors as possible for obvious reasons.

There are scented discs you can place on incandescent light bulbs - the warmth causes them to release the scent.
Cone incense could be contained in a covered burner, but not sure if this is still out of your requirements.
There are lots of aromatherapy delivery devices (some expensive, some cheap) , too.

I have neighbors on both sides of me a burn incense all the time, both sticks and cones and have never had any complaints. Do you live in an apartment, if so you probably won't have any issue what so ever.

There are electric incense heaters- pretty expensive:

You might try an essential oil diffuser- I know it's not quite the same thing as incense, but there is no flame.
