If they used red and green wires, then it would be painfully obvious that the green wire was ground, but that anyone who was colour blind (about 10% of men IIRC), would just have a 50/50 chance.
All kidding aside, people tend to use colour-coded wire because it is easier to work with. A really clever bomb builder would use all the same colour wire, with the individual wires identified by "core number" - a multi-conductor cable used for, say, control systems, will have 6, 12, 20 or even 30 conductors all with the same jacket colour, but each conductor will be marked continually along its length. The markings show both numbers and the word - so conductor number twelve would have "12 - TWELVE - 12" marked all along its length. (For industrual applications, this allows two people to terminate the ends of the cable in separate and even isolated locations, using a wiring diagram that tells each of them where core numbers 1,2,3, etc. get connected.)
Of course, bomb makers *never* seem to do that, so it is always a red or blue wire

Quick assessment:
1. Is there an open manhole nearby?
2. Forget what you see on TV, cut them ALL!
3. 2 seconds = 15+ yards away,,,,RUN!
4. Hail Mary! (Don't pray, throw the darn thing,,,,and hard)
5. Are you near water? If yes, see #4
6. Go meet God as a hero, cover the thing so no one else nearby gets hurt!!
Those are the options, you make the choice.

Throw the bomb. Forget cutting a wire that does absolutely nothing, why would a bomb have wires? Even if it did, can you imagine how hard it would be to get to them. I have a hard enough time with normal appliances.

Blue

I say green or blue its never the red. Usually its red or blue but if there is a green wire then it is probably the green Wire. Boy it would suck if you were color blind. Check out this game maybe you can come up with the best answer.

I'd cut the green wire, just because people say not to.

Red because red=danger.
So using that logic if you cut the red one you've cut the dangerous part?
Personally I would just throw loads of water on it to frazzle the circuits.

techinically you have 1 out of 3 choices to make in 2 seconds in orther servive,so you take your scissors or whatever, and you cut the closest or fastest one possible ,now its not a matter of wich to cut as you have 1 out of 3 chances to live it becomes about speed and accuracy of which one you could actually cut in 2 SECONDS..!!!!!
