    Those dimensions aren't really appropriate for a skink. It's just a 20 gallon high (standard, as opposed to long) but a bit taller, which won't make much of a difference to a skink. I'd get a 20 long or a 30 breeder for most reptiles. Tiny homes are a bit cruel, and stress can lower the immune system of any animal and eventually kill it.

    I would recommend the following two species if it has to be a skink. Neither should be kept in a 25-gallon tank, though. Blue-tongued skink or schneider skink. Do your research first, please!

    If this is a beginner's herp, please consider a leopard gecko or corn snake. As they are extremely popular pets, getting proper supplies, information, and veterinary care will be much easier for you! Also, both are hardy, easy to physically handle (watch you don't rip the tail off any lizard, of course), tame quickly, and low-maintenance as far as herps go.

    No matter what pet you choose, please be a responsible owner and get a good, recently-published on that animal as a pet and read it first. Make sure you can afford everything and buy and set up all supplies BEFORE purchasing the animal!

    Skinks rarely climb so they will remain on the surface of the tank, so you shouldnt be concerned with a tall tank (because it will be wasted space). Most all species of the Blue Tongue skinks get fairly big, some can grow over 2 feet long. and their body is heavy built, so at full maturity, most likely wouldnt even be able to turn around in a 25 gallon tank. but to answer your question, A juvenile blue-tongue or any medium size skink should do just fine in that size of a tank.
