Why is car difficult to steer?

I have a 1993 Toyota Camry with 100,000 miles on it. I love the car and have had no problems. However, I know things don't last forever. I would like to put off buying a new car for a few years. I noticed last winter that when I first started the car--it was difficult to steer. It only happened when it was about 20 below--above zero it was fine. But only for a few feet or the first turn and then it was fine. After the winter was over, it worked fine and I forgot about it. It returned this winter. Now that it has warmed up however, it still occurs. It has a slight squeeking sound and is difficult to turn. However, after I go a block or two it is fine. Steering fluid level is fine. Any suggestions where to start looking? And if it is a major problem is a 1993 car worth fixing?

    the power steering pump seems to be acting up, take it to mechanic

    any car is worth fixing if you like it and it is not just falling apart.

    Maybe theres water or sludge in the system. Did you try changing the power steering fluid?? There these little poppet balls in the system that open and close and dirt etc. could just be the culprit. Make sure you put the correct fluid back in.

    sounds like your steering pump is failing.although, try checking the drive belt to the pump with regard to the sqeaking sound you hear, it may be as simple as tightening it up, though i fear it is the pump. if it is, get it done in a garage if you are not wholly cometent with mechanics.

    Change the pump drive belt.

    It's cheap and fairly easy.

    Then, if that doesn't fix it look into other more expensive options.

    theres nothing wrong, its just cold. when it gets cold outside, the grease in the ball joints and tie rods gets stiff and its hard to turn the wheel.

    check the serpentine(fan) belt, the squealing noise you hear maybe a loose or glazed belt
