I keep Snakes and the size of the BD will depend on a proper size for the tank. Bigger is OK, to grow into and offer floor space.
What you mention is measurements is approx. a 40 gallon reptile tank.
Since it doesn't need to be like a Turtle tank, or fish, I suggest plexiglass, but I might re-think a sliding front, most especially if the BD is used to being handled.
Plexi may not be cheaper than glass, but certainly allows a bit more safety, and less weight.
I recently priced a 40 for my snake at approx $150. I truly have no clue as to your costs but they can be easily found knowing your measurements

that varies on your skill level, the tools you own, if you buy everything new, or recycle (an old screen top from a window, glass from an entertainment center etc). also is the enclosure significantly different than what is being sold commercially? craigslist always has reptile enclosures free or cheap. but it is nice to have something that you built yourself. be very careful of the materials that you use, some of them could be toxic to your pet. i.e. paints, glues, types of wood etc.
good luck
