Sometimes the problem lies with Infinity Ward and the high volume of players trying to connect with their servers during peak hours...but this could be your problem as well:

Some Internet Service Providers block ports when using the PS3.
You could try disconnecting the 'uPNP' setting on your PS3 but since i don't have one i can't tell you how to do that although it wouldn't be that difficult to figure out.
In my opinion, IW and Activision should've made enough money off of cod4 by now that they could get this fixed...it's too difficult getting online...maybe they didn't hire enough hampsters to run their servers :)
If i were you i would go to the sony playstation official website us.playstation.com (for USA) and find a number to call...i'm sure they've dealt with this error before. Good Luck!
