Is a higher frequency setting for LCD monitors better?

I have one monitor that supports 60hz or 70Hz, and another 22" that supports 59Hz and 60Hz. are LCD's like CRT monitors? Does higher Hz mean better response times and sharpness?

Higher is indeed better. However, a lower refresh rate on an LCD than a CRT is fine. Most CRTs operate at 75 Hz; LCDs are great at 60 Hz.
