controll panel open it up and go to internet options. open it. click on security tab custom level scoll down look for java put a check mark in it. then ckick ok

In internet explorer - go to tools - manage add ons and make sure java is enabled in this window.

Where you fix it depends on what turned it off and which browser you're using. (And which version if it's IE.)
