What type of permits are required to transport commercially into Mexico?

The commodity is dry bulk (hauled by class 8 hiway tractor with an end dump trailer) Do you know of any trucking companies that have experience with this? I would like to bid this freight for one of my customers, but we are not permitted for Mexico.

Update:

yeah john, from what i'm hearing i don't want anything to do with our guys or our trailers going across. It's delivering to Mexicali, which isn't far in to Mexico, but it's coming from Eagle Pass--nearly 1100 loaded miles in the U.S. and there is up to 100 loads to be hauled...that's what i'm after.

To be honest just broker it to the border and let them have it
