i think you just need to buy some very bright bulbs to use this.
I don't think this is illegal, if they are all illegal why would so many companies made them? why would shops put it on their shelfs? Think! :D

It depends if they have been approved as meeting European legislation, and have the fog lamp on the correct side.
If they meet the legislation, there will be an "E" mark (an "E" in a circle) on each lens. If this is present they are legal to use in any European country. If it is not present, they are not legal.
There must be a fog lamp on the driver's side of the car (or on the vehicle centre line). A second fog lamp on the other side is optional.

I think you will find that it depends on how "tinted" they are.
If its too dark and they coloured light showing through is too dim, they will be illegal anywhere really.
You may need to upgrade the lamps!

Front and rear smoke lenses are illegal everywhere......
