How can i lose inches more so than weight, especially upper body( back, stomach, arms, bra fat)?

its ok to lose both but inches count more and I do exercise aerobic and toning. So should i do overall aerobics( for total body fat) and then tone up more to lose alittle more inches. ( i havent lose inched yet)
