Both are important. When you are speaking, whether one on one or in a group, you have to consider your audience and make sure they understand what you are trying to say. This means making sure you speak clearly, loudly if the person is hard of hearing, using simple words if the person is young or uneducated, and pulling out your best vocabulary words if ther person finds himself or herself to be intellectually superior.
To answer your second question, sometimes I star a question because I can't answer and I want to help my contact get more answers!

Improving the communication skill includes improvement of language as well as polishing the content . The same thing if one tells in a polite way , using correct words would be impressive and acceptable to the people rather than struggling for words or spoken rudely .

Then, if you want to hone your verbal communications skills, join a discussion group that focuses on topics of interest to you; volunteer to teach or tutor others in an area in which you're skilled; or join a debating team. To improve written communications skills: write! Write letters to distant friends and family; keep a diary or journal; write articles for newsletters or the local paper; start blogging; or even answer questions at Yahoo answers.

Communication is the only means to transfer one's thought. To bring out thoughts you have to write, speak or use gestures. Nowadays, you have text messaging and emails too. To improve these skills you have to continuously do any of the above.

i think its polishing the skills. yes. i need to improve my communication skills. its not up to mark. i think the most easy way now a days is offered by many institutions regarding soft skills and communication.

Read papers...try speaking The language u like 2 improve at home....Watch debates news in TV!
Its about both and also about impressing ppl at interviews!

To improve communication skills, you must be able to talk to people on their own level, you cannot converse above or below their level of intelligence. Use of slang is also very important as well.

Both: grammar and making sure everything is in context, correct wording....
so its: how do I improve communication skills?
alot of reading........and reading alot in the given language and alot of TV in that language with and without subtitles.

I guess it depends on what you wish to communicate. If you mean by this quality ideas, you simply need to be a reflective person. If something else, like everyday chat, you need to be very outgoing in personality, be familiar with all subjects that are up-to-date, with fashionable stuff... the way you express yourself is also important.
