Revlon colorstay eyeliner ?

Does the revlon colorstay eye liner stay on the waterline without fading or smearing .

I am talking about the retractable one not the liquid

    blekk Revlon tests on animals.

    my mum use to have that stuff and it smeared/faded within 2 hours.
