When a question is "resolved" it is no longer open and accepting answers. You can only answer questions that are "open" and has the blue tag that says: "Answer this question".
Other than that, you may e-mail the user if they allow it. To check this, click on their avatar or name and go to their profile and see if they do or not.

The only thing you can do once a question is resolved is add a comment, or email the asker if he/she allows email.
Only "open" questions (those that have not had a Best Answer chosen by asker, or those that have not gone to voting) may still be answered. Once a question is "resolved" or goes to voting, no more answers are accepted.

No, unfortunately there isn't a way to do this. If there is a way then the question can never be called resolved!

You can't answer questions that are already resolved. You can just comment on it, just click on the "Comment" link right below the question and type in your opinion.
- How do you think about the answers? You can sign in to vote the answer.

under the question and the best answer it gives you several choices. Pick "comment" and it'll let you post in that topic.

Can't be done. But you may send a message to the questioner -- if he allows e-mails.

nope. but if you want to give the answer to the person, if you can message them or email them in there profile you could, but other then that it's not possible.
