Yamaha makes the best beginner clarinet. I have two sisters who played clarinet in elementary/high school, and they both used Yamaha until their junior years of high school when they moved on to a wooden clarinet.
I personally played a Yamaha flute until my sophmore year, and trust me, it is a great brand. You can't go wrong!

I would start with a Buffet student B12 clarinet or a Yamaha. When she gets to be an intermediate or advanced player let her look for a more advanced instrument.

Go to a music store to purchase. The best beginner brands are Yamaha, Buffet, and Selmer.

I played on a Normandy when I started beginner band. I rented it from the music store and then bought an R13 when I became more advanced.
