You are permitted to use reasonable force against someone who is resisting, or otherwise a threat. The video was taken at a distance and may not be showing everything that is happening... including what is being said by the suspects and officers.
I see several kicks while the suspect is on his stomach that look questionable, however, the suspects are armed... if his hands are not visible, I can see where they would be concerned, especially considering recent events in Philly, including the shooting death of Officer Stephen Liczbinski on May 3rd.

While you seem to be concerned with these 3 violent men, wanted for questioning in a shooting, I am however glad that no law enforcement officers were injured while apprehending these 3 dangerous men. And that all the officers were able to return home safely to their loved ones after having completed a days work protecting the ungrateful masses.
Questions like these are indicative of how morally inverted our Western culture has become. It is the result of the godlessness into which we have descended. The consequences will be unlike any mankind has known to date.

I don't think so. They were wanted for a shooting and they led the police on a high speed chase! I think they are lucky that's all they got. The cops should have shot them to get losers like this off the streets. The cops lives were in jeopardy just because these guys wanted to be stupid.

Not at all. He obviously refused the order to exit the vehicle which is why they had to take him out by force, and then you can see him physically resisting the application of restraints.
When you resist a lawful arrest, the officers have no choice but to make you comply with force.

the Philadelphia Police, as well as numerous other Police Departments, have become outrageous! The police did NOT need to use the amount of force that was used in this case. I watched this from the curbside, and can honestly say that the cops in Philly are the laughing stock of the country!
