unless it's a buisness that will ALWAYS be in need, i'd just forget about it. (btw, you also need to take into account the current market in your area of said buisness... you're only real chance of starting off a new buisness and not crashing down within the first year is if your buisness is in demand and unique, meaning there are 20 others just like it just down the street... resturaunts are out, autoshops are out, grocery stores are out, fast food places are out, many many more that i just don't feel like listing.
we're heading for very rough times, and alot of self owned buisness are circling the drain just about to go down the tubes... if you open a buisness and then it fails, you often wind up in a much worse situation with much more debt then you started off with...

Why in the heck would you want to own your own business today, unless it's something you can sell on the internet? I was self employed for 23 years, its a rough road out there. You should have on hand the capital to keep you afloat for 1 entire year!, money for advertising (which ain't cheap). since you have bad credit, you'll have to pay cash in advance! I say, STAY AWAY, SAVE YOUR SOUL!
Clean up the bad credit first, at least that's a good start!
Are you employed now? Have you been working there awhile? do you get a steady paycheck? It not a 9 to 5 job, you really have to work at it. Plus even after being in business along time, there are no guarantees that you will succeed. I was in business for 23 years, 1/2 my life, with in 2 years my business dropped tremendously and I was forced to close! My suggestion is stay at your job, or find a better one, get that steady paycheck...and maybe do your thing on the side...is that possible!

There are three options to get going in a business in your situation. You can file for a grant at the state or federal level, find a person to loan you money, or have a solid idea that you can pitch to a potential partner who has the money.
