The fact that a person's name appears on a birth certificate is not conclusive proof of paternity. Since there is no requirement that a father sign a birth certificate, a mother may list anyone whom she believes is the father.

the father has to be present to sign it her in florida, dont know what kentucky state laws are. yes its a legal document unless the father protests it. then he may want a paternity test. but the paternity is a legal way if your not sure. good luck.

Whoever the mom puts on the BC is presumed to be the dad unless she is married and puts other than her husband. The father's signature is optional.
The BC is one of those rare things where the father is guilty until he can prove innocent.
