The US Government doesn't dictate prices of products. Also OPEC doesn't dictate oil prices, the market does. OPEC only dictates production amounts. No different than De Beers dictating diamond production.

It wouldn't work. They would just buy bread somewhere else. The US is not the only grain exporter in the world. What we need to do is stop using so much oil. We need to conserve.
