Today Car / SUV are used in all kind of conditions - on road, off road, ice , snow, water, river bed, desert, hills, etc. etc. It is like using your cars / SUV on all kind of conditions like Rally drivers. Currently in the world rally championship Pirelli is the only approved and homologated tyre, which means the best drivers in the world use only Pirelli. These drivers will use only the best. Pirelli is the only homologated tyre for World Rally Championship for 2008, 2009, & 2010.
So better use Pirelli, who know how to produce tyres which can run in all kinds of road conditions.

For a Vauxhall Corsa you hardly need performance tires. As some have said before, you can go for the most expensive and (apparently) the best from Pirelli, Bridgestone, Goodyear. Maybe go mid range from - Continental, Hankook, est. Or otherwise from a budget brand. If you go to a garage which sales tires, they'll try and sell you a mid range or something around the £70 a tire mark! Or if you really look a sucker some Pirellis for around £120 a tire! Personally when I drove my Focus, I didn't care to much about performance, as long as the vehicle stopped when I wanted it too. I just went to a Used tire place and got a full set for £100 with Tracking. Although people advice against using Part Worn tires, if you go to a respectable place, they can give you a choice and they only sell tyres with a decent tread and with no defects.

The legal minimum tyre tread depth in the UK is 1.6mm over 75% of the tyre's width and around its entire outer circumference. Check tyres using the short 'tread bars' (each 1.6mm deep) which lie across the tyre tread at intervals in modern tyres
It is best to change your car tyres before they reach the limit. A tyre with less than 1.6mm tread requires twice the braking distance of a new tyre
Each year, before the harsh winter weather settles in, take advantage of a free car tyre check from your local Merityre specialist branch
When inflating tyres, check the tyre pressure readings used. Some air gauges use bars, rather than pounds per square inch (psi), and any confusion could lead to burst or over-inflated tyres.
As an added safety check, inspect your car tyres' inner and outer walls regularly for any cuts, bulges, or abrasions.

This is a good question. It is hard to answer as there is no real brand that is the best.
Goodyear and Bridgestone are very good. From own experiance I can tell you they are good. But if they are the best I wouldn't know.

I drive a Mercedes SL which was fitted with Pirelli at new, I got 16000 miles out of these tyres. I then had Continental tyres fitted and got 18000 miles driving in the same manner as previously.

Really there all the same. Tyres is a very competitive market
However, certain tyres suit certain cars ask main dealer for original equipment tyre manufacture.

Tires are like diamonds, how much do you want to spend??
What kind of vehicle are you driving??? Best bet if brand names dont mean anything to you (dont to me) is to go to a place like Pep Boys, Discount Tire, Belle Tire, Goodyear etc. and buy what they call "private label brand".....these tires are just as good as anything else they have at a much lower price....rotate tires every second oil change at least, check air pressure constantly......you will save, save, save.....driveway mechanic******
