Which is the best eye pencil?

I can't recommend a specific one but I'd say, try some samples on your hand or something. Look for one that is soft and applies easily. This means you can get the eyeliner on easy and quick, with minimal stretching and tugging to your eye tissue which can encourage wrinkling and crow's feet.

Besides eye pencil, there are a lot of other alternatives such as liquid eye liner or eye cakes [I think you apply them with a brush?]. It really depends on how experienced you are in applying the eye makeup, the effect you want to create, etc.

I am in love with Urban Decays 24/7 glide on eyeliner. It goes on creamy, and you can apply it thinly or make it as thick as you want. I think it also comes in 18 (I think) colours. I can't remember. Anyways, it lasts all day and doesn't smudge. ;] You should try it.

cover girl one with the sponge on the other end its really nice, IVe tried others but the dont flow as nice as the cover girl one, Im also an makeup aritst and its the eyeliner I use in my kits

And rimmel ones are soft too x

For me it is either channel or revlon
