Which marks do I set to on Honda Accord timing belt?

I have installed a timing belt on a 92 Accord and when I set the crank pulley straight up (notch up) and dots to the marks straight up on the front of the block, it throws the timing mark off of the flexplate which ALLDATA says must be retained in that position. Do I go by the flexplate or the key (arrows) on the crank snout?

Update:

for them all to line up means the flexplate is off 1 bolt hole. Is that possible? There is a dowel for locating the flex-plate orientation. Can it be off?

    they all have to line up in order to crank.. you should have look before you took it a part
