    In America, the gov't would need a warrant signed by a judge, since Americans are protected in their private papers by the Bill of Rights (1791).

    Government agencies are authorised to uncover/check any Savings/Deposit accounts under Anti Money Laundering Provisions. This is to ensure that no money can flow into Terrorist Organisations, unknowingly.
