Handwritten may be required when your job needs information to be handwritten and they want to check your handwriting or when they do not want you to use a spelling or grammar check./

A cover letter is a general letter that makes a resume more specific and geared for your job.

The point of those letters is to introduce yourself to the potential employer and explain why you feel qualified for the job. It is probably better to type it as that would be more professional. Although if they specify hand-written, they may want to examine your handwriting (depending on what sort of job it is). If you search on google, you can find all sorts of advice on writing cover letters. Good Luck!
