I'm not entirely sure what your question/s is/are - if you just want to keep your brother's dog the only way you'll be able to do so is if he agrees to let you have her. However, if you think her outdoor living conditions with your brother are inadequate or dangerous, or you think she's being neglected or abaondoned, you can contact the RSPCA and report your brother annonymously (so that he does not know who made the call). They can then send someone to investigate the situation, and then remove the dog from his care if they believe he is neglecting her. You would then be able to put in an application to have her placed with you.
If neither you nor your brother can afford to look after this dog any more, you need to give her to somebody who can. Contact the British Boxer Club who can give you more information about their breed rescue organisations, where people experienced with rehoming dogs can find a new home: http://www.thebritishboxerclub.co.uk/
Add: Unfortunately, it isn't necessarily illegal for your brother to keep his dogs outside, as long as the conditions are safe and he is providing food, water and shelter. However, if you are not happy with the way he keeps his dogs, contact the RSPCA as I advised above, and they'll come and look at the way he treats them. If they feel that they are not being looked after well, they will remove them from his care, at which point you will be able to apply to keep them yourself, or they'll be rehomed with a new family.
Alternatively you can simply ask your brother if he'll give you his dogs or let you buy them from him, and then they won't have to go back to living outdoors.

I'm sorry, this is a very tough question to understand. It looks like you are asking for a soldier in the UK to keep dogs to going home to outside? What?
If you are trying to keep dogs you had agreed to babysit for 3 months, and ended up keeping them for 16 months because the person didn't come back to get them, you may be able to make a have a case for "abandonment". He left them 13 months past the agreed upon 3 months, in essence abandoning the dogs. If he has been in touch the whole time and you agreed to keep caring for them, well..an abandonment case may not work.
Check with a solicitor, see what he/she says about your chances of keeping them
If this is not the question, please clarify...
Good luck to you, you obviously care about these dogs very much.

??? i am confused by the question but if you are concerned about how the dogs are being kept and bred for money ring an animal welfare organisation such as the RSPCA.
Whats a solier? Do you mean a soldier? if so i am afraid soldiers do not help people keep their dogs.
