The Earth, a weight and a piece of string?

A weight is connected to the earth with a cord. The length is sufficient to allow the weight to orbit the earth in a fixed spot over the anchor point. What height and speed will be necessary for the weight? How much mass will be needed so that a rocket could use the cord to winch itself out to the satellite mass? Would this mass be unaffected by the winching process (i.e. would it stay in orbit or decay back to earth)?

    The orbit of the mass would clearly be affected, and the energy source for the winch is also a challenge...........
