Some states (ie. California) require certification. Hawaii, where this pathetic fraud is a resident does not.
A bounty hunter is NOT a law enforcement officer. Law enforcement personnel derive their authority from the Executive Branch of government. A bounty hunter's authority is derived from the Judicial Branch, specifically (on a federal level) from Taylor v. Taintor, an 1872 Supreme Court decision that outlines the arrest authority of bounty hunters.

A license is required but he has no legal authority or power. If he delays remanding the person he catches to the court, he can be charged will unlawful detention and kidnapping.
He also cannot use anything more than defensive force if he is attacked.

Bounty hunters work for bail bondsmen. If you are released on bond and you fail to show up for court then the bail is forfeited. The bail bondsman wants his money. The only way to get it back is to go out and find the guy and bring him back and turn him over to the cops under the bench warrant that was issued because he failed to show up for court.
