Head to Pennsylvania....serious.
If you travel on I-84 past Port Jervis, NY, right over the state line in Matamoras, PA, there are fireworks stores that sell to those out of state (yet they won't sell to those that live in PA).
You owning them in PA is not illegal, it's when you jump back to New York State that makes it illegal.

You have to go to PA, and then hope that you dont get arrested for crossing state lines with explosives.
