What's a good, hard, icing recipe for sugar cookies?

I'm going to be making cookies to give out at our graduation ceremony but they're going to be wrapped in a plastic bag so I want to find an icing that will harden enough that it won't crack against the bag. But it needs to be soft enough that I can "pour" it onto the cookie. I guess I'm almost looking for a colour flow type icing.

Update:

We're doing about 150 cookies. For budgeting reasons, they need to be packed in a bag, not a box.

    Royal icing. It's what the professionals use and it's easy to make.

    3 tablespoons meringue powder

    4 cups sifted confectioners' sugar

    6 tablespoons water

    food color if desired

    DIRECTIONS

    Beat all ingredients at low speed for 7 to 10 minutes, or until icing forms peaks. Tip: Keep icing covered with a wet kitchen towel at all times. Icing can dry out quickly.

    You can get meringue powder at any grocery store or wal-mart.

    CARAMEL ICING

    1 1/2 cup Granulated sugar

    1 1/2 cup Brown sugar; packed

    3/4 cup Canned evaporated milk

    1 tb Butter

    1 teas Vanilla Extract

    1/8 teas Salt

    Cook sugars and milk until it reaches the soft-ball stage. Add butter; stir to mix. Cool. Add vanilla and salt. Beat. Add confectioners' sugar if needed to thicken or milk to keep smooth as it hardens. This icing forms a hard shell.

    i just use powdered sugar and water or orange juice, stabilized with a little cream of tartar.

    turns out pretty well, and once you let it dry it can go anywhere.

    If you packaged in a cardboard box this wouldn't be necessary
