You could make a frame from thick craft wire, and stretch muslin over it to make a covered wagon.
Or you could get fringe decorations from the local party store and put the fringe all around the outside of the wagon.

You could make the wagon into a horse. You can either get one of those horse head riding toys with a stick and take the head off that or you can paper mache a horse head(maybe find a pinata at a party store?). Use yarn as fringe for the tail. Cover the wheels and wagon part with felt or fabric the color of what you make the horse and glue on additional fabric on either side to make it look like a saddle, bridle, etc. A covered wagon is a good idea, but you would need alot of muslin to make it high enough for the rider to sit in and if they are inside, you can't see them. It would be a waste to only cover half of the wagon, as they aren't that big to begin with.

you can do all sorts of things like get stickers and put horses and cowboys all over (you can buy at target if in US) or get wallpaper of cowboys and just fold it into the radio flyer wagon
