Can my landlord enter my apartment?
in regards to this notice left. Is this legal?

a search was conducted on the 5th, they had left a notice the day before, however they did not give 24 hrs time before they entered

Yes, he can! He is giving notice! Make sure you are there so nothing is stolen from your apartment!
Edit: the day before is 24 hours!

100% legal
with 24 hours notice a landlord can enter your apartment legally. Most landlords will do this at least once a year to check on the condition of the property.
You are a renter, not an owner.

It depends what is in the lease. Typically, yes they can as long as they give notice. Read over the copy of your lease/rental agreement very carefully. If it doesn't say anything about that in there, then I'd raise that point with my landlord.
