Who makes the best hand tools in the world?
Hazet or Stahlwille? I have a friend who has some Sidchrome and Snapon but wishes to upgrade to Hazet. I love Stahlwille but have read great things about Hazet also.
He has Knipex pliers and Rennsteig punches/chisels, he just want wrenches and sockets.
We don't get Craftsman tools here in Australia, at least I haven't heard of them.

So much of your question depends on Price/ Value and eventual application. Beyond that it's a GIFT and as such should be accepted and appreciated. I suggest you can believe that most tools used in the World are made in China, etc, and branded to suit the vendors, IE: Sears, Lowe's, HD, etc. As one answer states STARTER is how we all began, learning through using, what works and what doesn't. Stanley is actually a valid product, as is Kobalt, De Walt, etc, in DIY inexpensive brands, but again, the application of the tools matters as much as the price or name brand. I have Sears tools probably older than you are that still function in suitable ways. I've bought new tools, IE: Chicago that I threw in my Lake. I think he should be happy, not question your choice based on budget or little knowledge and build on it. I have an example and forgive me rambling. If I needed a tool, very specific to a job, even as simple as an angle plumbing wrench to remove a sink faucet in a cramped cabinet space, no matter the cost, It would likely do the job in minutes, save my knuckles and some foul language, and be more effective than other tools. I can't say what is the BEST, but I think Sears CRAFTSMAN wrench and socket are very good (never failed on me).
The best thing about Craftsman is that if they EVER fail, I just drive over to sears and they give me a replacement on the spot. And I can finish my work on the spot.
My friend has Snapon and he says that he has to send them in and wait for a replacement. That would NOT be a problem in a pro shop where a pro would have co-works that he can borrow few sockets till the replacement come in the mail.
Also because the tools are guaranteed, I tend to abuse them (Craftsman) and not even worry.

Building a tool collection goes in stages, and often the first round of tools aren't the highest-end gear. (I started with Stanley - which I still have, but have added Craftsmen, Bosch, Makita, and other tools of higher quality). So don't sweat it at all. Some of my "cheap" early tools still work fine and are my favorites. At the same time, if your boyfriend really values the quality of the tool, consider getting one or two high-quality tools as opposed to an entire set of cheaper tools.

hand tools need multiple things for you to be the best
how do they fit your hands(different companies make hand tools in different thickneses, profiles stc)
price
warranty-most good tools from reputable companies have lifetime warranties
(snap on, mac, husky, craftsman, gray, s-k,)
proximity-(how far do you have to drive to get more for your set when your ready or get warranty replacements, it doesnt make sense to buy s-k if you have to drive 150 miles to get warranty replacements if sears-craftsmean is arround the corner
grab some tools see how they feel
look at the price and decide for yourself

Best is very subjective. You should visit lots of sites and read the recommendations provided by people who have purchased the item. If you wade through lots of comments, some nugget of truth can be had. One site you should visit is www.toolfetch.com because of the large selection.

all the brands you named are good brands, I own a lot of snap on, but after 30 years of being a mechanic, i buy mid range tools, they work just as well and a lot cheaper

Craftsman tools work really well for me too, never had one break on me so i'd probably say that's the best one for me.

Depends on who you are, Homeowner, DIYer, Pro
Sears are good for the Homeowner and DIYer as they are guaranteed. Klein is favored by electricians, but are expensive
