    There is no universal dental expert. Oral and maxillofacial surgery is a complex area within the vast field of dentistry. Over here (Germany) oral and maxillofacial surgeons have degrees in dentistry and general medicine. Therefore they have a quite comprehensive knowledge. However, there are aspects of dentistry like orthodontics and prosthetics where their expertise does not go as far. One of the nightmares of dentistry are oral/maxillofacial surgeons placing implants where there is sufficient bone but not the proper place for teeth. So just like a legal professional I have to answer your question: it depends.
